What are the requirements for restricting excessive packaging of goods?

[China Packaging Network News] China's mandatory national standard GB23350-2009 "restricted over-packaging requirements of food and cosmetics," applies to food and cosmetics sales packaging. The standard states:

The packaging design should be scientific and reasonable. Under the premise of meeting the normal packaging functional requirements, the packaging materials, structure and cost should be compatible with the quality and specifications of the inner packaging, and the amount of packaging materials should be reduced.

Appropriate packaging materials should be selected based on the characteristics and quality of foods and cosmetics. The packaging should use a single material or a packaging material that facilitates the separation of the material. Encourage the use of recycled, recycled packaging materials.

Should rationally simplify the structure and function of the packaging, it is not appropriate to use tedious forms or complex structures, and try to avoid packaging with too many layers, excessive gaps, and high costs.

The full life cycle cost of the packaging should be considered, effective measures should be taken to control the direct cost of the packaging, and the environmental impact and related costs of the production should be taken into consideration when the packaging is recycled, reused and disposed of.

For packages that can also be used as other functions after the packaging function has been completed, full consideration should be given to its economy and practicality, and to avoid increasing the cost of packaging in order to pursue other functions.

Standards impose limited requirements on packaging: The voidage and packaging layers of food and cosmetic packaging should conform to the following table; the total cost of all packaging except the initial packaging should not exceed 20% of the sales price of the product.
