Taking ammonia nitrogen as an example, the amount of wastewater generated by the rare earth industry reaches more than 20 million tons per year, and the ammonia nitrogen content is 300-5000 mg / L, which exceeds the national discharge standard by more than ten times to hundreds of times. Since there are no pollutant emission standards for the characteristics of the rare earth industry, for a long time, the environmental impact assessment, design and completion acceptance of pollutant emission management and construction projects of rare earth industry enterprises can only implement comprehensive pollutant emission standards, rare earth industry production process The characteristic pollutants discharged in China have not been effectively controlled.

In order to solve the problems in the rare earth industry, improve the technical level of mining, smelting and application, and protect the country's precious rare earth strategic resources, the Ministry of Environmental Protection has launched the formulation of emission standards for the rare earth industry. "Emission Standards of Rare Earth Industrial Pollutants" is based on the characteristics of rare earth industrial enterprises' production processes, production equipment and the composition of raw and auxiliary materials. The main pollutants emitted in the production of rare earth industrial enterprises are used as control items. The emission control and other aspects are clearly defined. In order to prevent companies from diluting emissions, the standard also stipulates the standard drainage volume per unit product and the standard exhaust volume per unit product. The standard is applicable to the management of water and waste gas pollutant emissions from various scale production processes and devices engaged in rare earth mining to rare earth metal and alloy production in China, as well as environmental impact assessment, design and completion acceptance of rare earth industrial construction projects.

The person in charge said that after the implementation of the "Rare Earth Industry Pollutant Emission Standards", new enterprises must strictly implement the standards. Taking into account the actual situation of the existing rare earth industry enterprises in China, the standards set a two-year emission transition for the existing enterprises. After the transition period, existing enterprises must also implement emission limits for new enterprises.
