How to deal with the popular topic garbage village

In recent years, as rural living standards and production conditions have improved, the volume of domestic waste and production-related waste has also increased. Unfortunately, in some areas, the necessary waste management infrastructure has not kept pace, leading to the emergence of "garbage villages" where waste is often handled through simple burning or burial on-site. To understand this issue better, our reporter recently visited several rural areas and environmental protection departments in Gansu Province to explore how these communities are addressing the problem of garbage accumulation. In Caojiazhuang Village, located in Wuyuan County, a 43-year-old farmer named Cao Bin expressed frustration and helplessness over the deteriorating condition of the village's spring water. For over 70 years, the water had been safe for drinking, but now it's no longer potable. Standing near the polluted spring, Cao Bin pointed to a nearby garbage dump and questioned, “How can people drink water when so much garbage is dumped here?” The reporter observed that the small stream running alongside the spring was barely a meter wide, yet it was completely clogged with trash on both sides. The stench was strong even from a distance. Cao Bin explained that about 10 years ago, people began dumping waste there, and the trees along the stream gradually died. As more villagers gathered to speak with the reporter, they all shared similar feelings of anger and despair. One villager recalled that he used to fish in the stream as a child, but now even animals refuse to drink the water. He showed the reporter some disposable medical equipment and empty medicine bottles found in the dump. “This garbage comes mostly from local merchants, township governments, and hospitals,” he said. A sign reading “No Garbage” was once placed on a tree nearby, but it was quickly removed. Now, the only options are burning the waste or letting it be scattered by the wind. When asked how to handle the problem, the villagers agreed that the government should step in and designate a proper disposal site far from the village. Otherwise, it would continue to harm people, land, and water sources. Upon visiting the township office, the party secretary, Li Guowei, denied that the government was responsible for the dumping, blaming instead the lack of public environmental awareness. When asked about waste disposal methods, the township head, Zhang Bailing, admitted that garbage was being buried in ravines. Both officials expressed their own struggles, citing limited funds for purchasing waste disposal equipment and hiring staff. Despite clear national policies, such as the 2010 “Technical Policy for Prevention and Control of Rural Living Pollution,” which mandates recycling and proper disposal of hazardous waste, implementation remains challenging. According to an official from the Gansu Provincial Environmental Protection Department, rural garbage mainly consists of household waste and production-related materials. With the spread of urban lifestyles into the countryside, more packaging waste is generated. While the state’s rural environmental remediation projects have shown promise, coverage is still limited. Gansu was selected as one of the second batches of demonstration provinces for rural environmental protection in 2011. Between 2011 and 2013, the central and provincial governments invested a total of 1.05 billion yuan to improve conditions in 1,655 villages—only about 10% of the total number in the province. However, many areas still lack the necessary funding for maintenance and operation of facilities. Experts suggest that solving the issue requires more than just initial investment. Continuous funding, clear responsibilities at all levels, and greater public awareness are essential. Without these, the problem of “garbage villages” will persist.
